You download a form, double-click it and find yourself in an application you did not intend to use. That usually calls for a different PDF file association, not a Windows reinstall. But missing pages, a password prompt or an uneditable field is a separate issue. Decide whether the problem is where the document opens or whether its contents work before changing your settings.
1. Check the file type first
In File Explorer, use View > Show > File name extensions. Microsoft explains that changing an extension does not convert the file. Renaming quote.docx to quote.pdf is therefore not a PDF export.

An online converter may be convenient, but a contract, invoice containing personal details or internal report should not be uploaded to an unapproved service. Follow your organisation's workflow.
